The passage of time is unstoppable, usually bringing on change, both good and bad. The world is always changing, and often these changes are scary. Sometimes, it can be something as normal as moving out of your childhood home that scares you the most.
"Don't Throw Out My Legos" explores that very topic. The brothers express a fear or reluctance of moving out, begging to "keep their legos at home" in case they come back. I would suppose the legos are a metaphor or generalisation of sorts for their things, all the fragmants of their childhood that made their family house truly feel like home.
I predict the line "it's cold out there" and its accompanying phrases may be referring not to the literal cold, but more to lonliness, fear, or insecurity. "Out there" most likely means out in the real world. Being at home is usually associated with being comfortable or feeling safe, so perhaps it also means the outside world being a polar opposite of home. Uncomfortable and lacking the feeling of safety, insecure.
"'Cause I wanna move out, I don't wanna move on." I believe this refers to the brothers wanting to move out, wanting to take the transition into adulthood, but at the same time not wanting to move on from their childhood, remaining in their past out of fear.
But sometimes, we just have to face the music and go along with change. Moving on is scary, changing is scary, but we need to in order to progress.
